In October 2019, champions from partner local government units came together to present the best practices from the Climate Change Adaptation Framework (CCAF) approach and the joint concept note for the Green Climate Fund’s Simplified Approval Process. (GCF-SAP), in a series of meetings with the Climate Change Commission and the Landbank of the Philippines as the National Designated Authority (NDA) and Accredited Entity (AE), respectively. These meetings were key triggers towards garnering their support and collaboration in the official submission of the concept note for the GCF-SAP.

The concept note is entitled “Ensuring Water Resilience through Locally-Driven Water Resource Management in Coastal and Small Island Regions in the Haiyan Corridor, Philippines”, and was a product of collaboration between the municipalities of Guiuan, Coron, Santa Fe, Bantayan and Madridejos, with the support of Cordaid and the Institute for Climate and Sustainable Cities (ICSC).

“The project proponents behind the proposals we received are usually national and international entities, and this will be the first proposal that the entities are from the local level. For us, a bottom-up approach provides a more grounded perspective because it is you, our local government units, who have a better grasp of the problems and can therefore direct realistic solutions.” – Message from Commissioner Rachel Anne S. Herrera on the GCF-SAP proposal
